There is someone present at the host computer, but they see a blank screen

When I remote on i see:

Even when i sit in from of the host pc and turn it on, then remote on to it from the pc next to it, i get this message.

What does this message phyiscally mean ?

It detect the mouse / keyboard is in use ?

it detects that other remote desktop software is stealling the screen ?
