Can't access the proxy settings when connected through a strict connection

I'm trying to configure the proxy settings for one of the machines. 

but all I can see when trying to enter the LMI panel is this : 

Without entering the proxy settings , the computer will allways seems to be offline.

can I configure the settings outside the LogMeIn control panel? (config file? or other interfaces?)

it's not possible to connect the machine through another connection to do the configuration.
