Unattended Access - User Name and Password Not Passed to Customer Machine

When remoting into Server 2016, I setup Unattended Access with the Customer.   I selected the option for access to be  "At Setup" and the User who is a Local Admin on the computer entered his credentials.   When I go to connect to the Server using unattended access, those credentials are not passed to the Login Screen.  My unattended access goes to the Windows Login Screen where it sits.   No credentials are passed.   This has happened to me the last several times I've attempted to setup Unattended Access.
